HARYANA, OCT 14 : In another shocking turn in the death case of senior IPS officer Y Puran Kumar, a Haryana cop posted with the Cyber Cell in Rohtak allegedly died by suicide on Tuesday, leaving behind a three-page note and a video message in which he accused the late IPS officer of corruption.<\/p>\n\n\n\n
The body of the Assistant Sub-Inspector (ASI), Sandeep Kumar, was found near a tubewell on the Rohtak\u2013Panipat road. Police have recovered a suicide note and are examining the video message the officer recorded before taking his life.<\/p>\n\n\n\n
In his note, the ASI made serious allegations against IPS officer Y Puran Kumar, who himself died by suicide on October 7 in Chandigarh. \u201cY Puran Kumar was a corrupt officer. There is a lot of evidence against him,\u201d the note stated. The ASI also wrote that he feared arrest in connection with the ongoing investigation and wanted to expose \u201cthe corrupt system\u201d before dying.<\/p>\n\n\n\n
\u201cI am sacrificing my life to demand an impartial probe. This corrupt family should not be spared,\u201d the note read. He further alleged that Kumar had \u201chijacked the system by using caste politics\u201d to shield himself from accountability.<\/p>\n\n\n\n
In the video, Sharma alleged that caste politics and corruption had deeply infected the department. \u201cThe day this other officer was posted, he started doing caste politics and started getting rid of people. He appointed his own corrupt people. These corrupt people then started to look at files and started looking for errors \u2014 clerical ones etc \u2014 and then called the respective officers, tortured them and extorted money. Women police officers were threatened with transfer and molested,\u201d he said.<\/p>\n\n\n\n
Sources said the ASI was part of the team investigating the case involving Sushil Kumar, the gunman of IPS officer Y Puran Kumar, though he was not the investigating officer in the case.<\/p>\n\n\n\n
This fresh suicide comes amid the ongoing probe into the death of 52-year-old IPS officer Y Puran Kumar, who was found dead at his Sector 11 residence in Chandigarh. Kumar, a 2001-batch IPS officer then serving as Inspector General at the Police Training Centre in Rohtak\u2019s Sunaria, allegedly shot himself in the head with his service revolver while seated on a chair.<\/p>\n\n\n\n
At the time of the incident, his wife, IAS officer Amneet Puran Kumar, was away on an official visit to Japan as part of a delegation led by Haryana Chief Minister Nayab Singh Saini.<\/p>\n\n\n\n
A detailed nine-page suicide note was recovered from Kumar\u2019s pocket, in which he named 12 to 13 senior officers, including 7\u20138 IPS and 2 IAS officers, accusing them of harassment, caste-based discrimination, and professional isolation. One page of the note also served as a will, bequeathing all his property to his wife.<\/p>\n\n\n\n
In the note, Kumar accused DGP Shatrujeet Kapur of specific instances of harassment. He wrote that the DGP \u201cmanaged to get his arrears with effect from 01.01.2015\u201d but obstructed Kumar and his 2001 batch from receiving the same benefit. He further alleged that his official vehicle was withdrawn in November 2023 to \u201cdeliberately harass\u201d him and that the DGP made \u201cfactually incorrect and casteist remarks\u201d in his Annual Performance Appraisal Report (APAR). \u201cThis was deliberately done only to humiliate me in public view and harass and insult me,\u201d the note read.<\/p>\n\n\n\n
In his final lines, Kumar wrote, \u201cHaving waited for sufficient time and with no response, I am left with no option but to take this extreme step. I hope and pray that this animosity towards me ends with me now.\u201d<\/p>\n\n\n\n
Following the IPS officer’s death, his wife filed a formal complaint accusing DGP Shatrujeet Singh Kapur and then-Rohtak SP Narendra Bijarniya of abetting her husband\u2019s suicide. In her statement, she stated she was filing the complaint both as a \u201cgrieving wife and a responsible public servant,\u201d alleging, \u201cMy husband suffered prolonged mental torture and caste-based humiliation by senior officers. The actions of DGP Haryana and SP Rohtak directly contributed to his death.\u201d<\/p>\n\n\n\n
Her complaint led to an FIR being registered against 13 officers under provisions of the Bharatiya Nyaya Sanhita (BNS) and the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act. Subsequently, Narendra Bijarniya was removed from his post as Rohtak SP, with Surendra Singh Bhoria appointed as his replacement.<\/p>\n\n\n\n
The case has drawn significant political and social attention. Haryana Chief Minister Nayab Saini described the death as a “very tragic incident” and assured a thorough investigation, stating, \u201cNo matter how influential the guilty person is, they will not be spared.\u201d<\/p>\n\n\n\n
A six-member Special Investigation Team (SIT), led by IG Pushpendra Kumar, has been constituted by Chandigarh Police to investigate the case.<\/p>\n\n\n\n
The fresh allegations made by the ASI are likely to complicate the ongoing investigation in Kumar’s death case further.<\/p>\n\n\n\n
Rohtak Superintendent of Police, Surendra Singh Bhoria, called Sandeep Kumar “a hardworking ASI of police department”. “He was very honest and hardworking. His body has been found. A Forensic team has been called here and an investigation is being carried out,” Bhoria said.<\/p>\n\n\n\n
