Guwahati\/Assam, Sep 3: Assam Chief Minister Dr. Himanta Biswa Sarma on Thursday reviewed the ongoing infrastructure development works at the Lachit Borphukan Police Academy (LBPA) at Dergaon and stressed the need for modern, functional and quality infrastructure for the Assam Police.<\/p>\n\n\n\n
The Chief Minister, who is visiting Dergaon in connection with the conference of senior Superintendents of Police, also reviewed projects for construction of residential quarters at police stations and battalions across the State, besides the development of Model Police Lines in four districts.<\/p>\n\n\n\n
Before the review meeting, Sarma took an overview of the functioning of the Smart Response Unit, a rapid response team of the Assam Police established to ensure swift and effective response to crisis situations.<\/p>\n\n\n\n
Infrastructure development at LBPA is being carried out in phases. The first phase, comprising the academic building and police museum, has already been completed, while the second phase is currently under construction at an estimated cost of over Rs 200 crore.<\/p>\n\n\n\n
The second phase includes barracks with a capacity to accommodate 1,500 personnel undergoing training, hostels for officers attending training programmes and residential quarters for officers, trainers and other Academy staff. Planning for the third phase has also been initiated.<\/p>\n\n\n\n
During the review, Sarma reiterated the need to transform LBPA into a world-class police training institution equipped with modern facilities and infrastructure conforming to the highest national standards.<\/p>\n\n\n\n
He directed that the portion of the Academy campus adjoining the National Highway be kept completely open to ensure that the institution has a visible presence from the highway.<\/p>\n\n\n\n
The Chief Minister also stressed the need to develop the police museum in an aesthetically appealing and professionally curated manner with the assistance of an experienced curator.<\/p>\n\n\n\n
Emphasising the importance of adequate accommodation and quality training facilities, Sarma suggested construction of an additional barrack for 1,000 personnel as part of the third phase.<\/p>\n\n\n\n
He further directed that the third phase should include the remaining barracks, hostels and residential quarters, besides modern facilities such as an open-air stadium, swimming pool and horse-riding training centre.<\/p>\n\n\n\n
Sarma also called for a study of the training infrastructure and facilities available at the Assam Regimental Centre in Shillong and other training establishments of the Indian Army, with a view to adopting suitable best practices at LBPA.<\/p>\n\n\n\n
Focus on Police Housing<\/p>\n\n\n\n
Reviewing residential-quarter projects at police stations and battalions across Assam, as well as the proposed Model Police Lines, the Chief Minister advocated construction of residential accommodation close to police stations for Officers-in-Charge, Sub-Inspectors and constables.<\/p>\n\n\n\n
He directed that the quarters should be adequately spacious, scientifically planned and designed to provide a conducive living environment for police personnel and their families.<\/p>\n\n\n\n
The review meeting was attended by Chief Secretary Dr. Ravi Kota, Director General of Police Harmeet Singh, Additional Chief Secretary, Home Department, Ajay Tiwari, senior police officers, senior officials of the Public Works Department and representatives of agencies engaged in executing the projects.<\/p>\n\n\n\n
