Odisha’s final electoral roll puts voter strength at 3.16 crore after SIR
20.12 lakh electors left out of draft roll; 2.90 lakh added after claims and verification
Final roll records 46,816 service voters; CEO asks electors to verify names and details

Bhubaneswar, Sept. 23: The Special Intensive Revision (SIR) of the electoral rolls in Odisha has been completed, with the Final Electoral Roll 2026 published on Monday evening showing 3,16,32,754 electors in the State. The final electorate comprises 1,61,30,319 males, 1,54,99,661 females and 2,774 third-gender voters, according to the office of the Chief Electoral Officer (CEO), Odisha.
The final roll comes after a detailed enumeration, verification and claims-and-objections exercise that resulted in the exclusion of a large number of names from the draft roll, followed by the subsequent addition of nearly 2.91 lakh electors.
Before the SIR exercise, Odisha had 3,33,99,591 electors as on May 17, 2026. During the enumeration phase, forms were received from 3,13,87,034 electors, representing 93.97 per cent of the electorate.
The remaining 20,12,557 electors, whose enumeration forms were not received, were not included in the Draft Electoral Roll published on July 5.
The CEO’s office said the non-receipt of enumeration forms could be attributed to several reasons, including electors being absent from their addresses, having shifted elsewhere, death, duplicate entries and other reasons.
The draft roll consequently contained 3,13,87,034 electors.
The publication of the draft roll was followed by a verification process and a period for filing claims and objections. During this exercise, the election authorities issued 58,36,392 notices, including notices to unmapped electors and those whose entries showed logical discrepancies.
A total of 2,55,996 claims and objections were received and processed by the authorities.
Following the disposal of claims, objections and other applications, 2,90,497 electors were added to the draft roll, while 44,777 electors were deleted.
The additions resulted in a net increase of 2,45,720 electors, taking the final electorate to 3,16,32,754.
The electoral roll was also rationalised during the exercise, with Odisha now having 45,250 polling stations.
The final electoral roll for service voters has also been published. The State has 46,816 service electors, according to the CEO’s office.
The election authorities have advised voters to verify their names and other details in the final electoral roll to ensure that their entries are correctly reflected.
The final roll is available for public inspection at polling stations as well as the offices of the Electoral Registration Officers (EROs) and Assistant Electoral Registration Officers (AEROs).
Explaining the recourse available to those whose names have been deleted, Odisha Chief Electoral Officer R.S. Gopalan said such persons could re-apply and seek an appeal against the deletion.
“For those whose names have been deleted for some reason, they can re-apply if they wish to appeal. The first appeal lies with the District Collector, and the second appeal is with the CEO. However, we have not received any appeals so far. They can also apply again using Form 6, but we will verify their details before enrolling them,” Gopalan said.
The completion of the SIR exercise marks a significant revision of Odisha’s electoral database ahead of future elections, with the final roll reflecting the outcome of enumeration, verification, claims and objections.
