Shakti App to Empower Women: Deputy CM

Bhubaneswar, Dec.10 : In a landmark move to address Gender-Based Violence (GBV), Odisha has become the first state in India to use blockchain technology to strengthen support systems for survivors. Smt. Pravati Parida, Deputy Chief Minister of Odisha, launched the Shakti Application, a blockchain-powered multi-institution coordination system, during a high-impact event in Bhubaneswar. The initiative reinforces Odisha’s leadership in using innovative approaches to deliver effective and dignified survivor care, setting a new standard for social governance.

Smt. Pravati Parida, Deputy Chief Minister of Odisha, graced the event as Chief Guest and reaffirmed the government’s resolve to create a society free of violence and discrimination. “The Shakti Application represents a bold and innovative approach to addressing Gender-Based Violence in Odisha. By utilizing blockchain technology, we are ensuring that survivors receive dignified, timely, and trauma-free support. As we prepare to scale this initiative statewide, we are not just improving processes—we are redefining what it means to deliver survivor-centric care,” said Smt. Parida.

Developed by the Department of Women and Child Development (WCD) in partnership with UNFPA, Shakti uses blockchain technology to securely store and manage survivor data, eliminating the need for survivors to recount their trauma multiple times. The app facilitates seamless coordination between shelter homes, One Stop Centres, and officials at both district and state levels, enhancing accountability and enabling real-time monitoring for a more efficient and responsive system.

The app has been piloted in five districts, receiving positive feedback from survivors who highlighted its role in restoring a sense of control and dignity in their lives. Plans are now underway to scale Shakti across the state, further strengthening Odisha’s GBV response mechanisms.

The launch event marked the culmination of the 16-day campaign against Gender-Based Violence (GBV), which spanned all 30 districts. The campaign featured thought-provoking street plays and concluded with a 1,000-strong Human Chain, symbolizing Odisha’s collective commitment to ending violence against women and girls.

Odisha continues to lead by example, demonstrating how technology and community action can work together to address critical societal challenges. The Shakti Application stands as a beacon of hope, reaffirming the state’s commitment to creating a safer and more equitable society for women and girls.
